Terry Morgan provides legal services to a large number of cities and other public entities in Texas and neighboring states. His practice focuses primarily on litigation defense and municipal advice on land use law matters. Terry serves as special counsel on matters concerning comprehensive planning, zoning, subdivision of land, annexation, public finance, and municipal growth. He represented Texas cities in the drafting of the state enabling statute for impact fees and was formerly Assistant City Attorney for Austin, Texas, in planning and zoning matters. Terry is also the author of many publications on land use regulation, including John W. Shonkwiler & Terry Morgan, Land Use Litigation (West 1986). He is currently of counsel with GUC&L.
